How fast does this rotate, rpm's? Can this be used outdoors?

It's a two-way turn - It rotates about 2 revolutions in one direction and then reverses the other direction continuously. About 2 seconds for each complete 180 degree turn. Also has creepy sounds. Can be used outdoors if protected from the elements.

How much weight can this hold?

It is only designed to hold a few pounds.

Can the sound be lowered or turned off on the "Turning Motor w/Scary Sounds" product?

There is no switch to turn off the sound but you can cover the speaker with duct tape to muffle it to where you can hardly hear it..

Can this hold a hanging skeleton that weighs at least 10 pounds?

No, this motor can only handle a few pounds of weight.
